Councilwoman Julia Ayres is a New York City mayoral candidate. She was a member of Wozniak's crew prior to her promotion to NYPD Captain. During season 2, she becomes the subject of an FBI investigation led by Stahl. She is in on Wozniak's activities. She also is in league with Bianchi. During season 2, she becomes the subject of an FBI investigation led by Stahl. She later commits suicide after a fallout between her and Wozniak threatens to put all of her misdeeds out in the open, just as she is elected Mayor of New York City.
She is a City Councilwoman on the rise and primed for a run at the Mayor’s office. She’s the former protégée of Wozniak, and she used to be part of Harlee’s dirty crew of cops. She is described as being a chameleon who rose up the ranks of the NYPD to Captain and then launched a political career fueled by her charisma and the fact that she is as comfortable at a blue-collar bar as she is at the Governor’s mansion. As the season progresses, the details of her meteoric rise and her much darker and Machiavellian side comes to the fore.

In "Unforgiven", Stahl’s target is Julia Ayres, who is running for mayor. She has a deal with Bianci and has made evidence disappear for him in the past. Bianca expects her to do it again, or face the consequences. Julia Ayres is a former detective who used to work with Wozniak, as well as a former lover.
